It sounds like your specific GPU is at fault here, not the PSU. And I fail to see how this is AMD's fault, you bought a faulty used card and ended up paying the price for it. Did you ever stop to think WHY the previous owner sold their "perfectly fine" R9 290? Its probably because they knew it was faulty and didn't want to deal with it. You got burned. Just so you know, an R9 295x2 can run off of a 700w PSU with no issues, so I SERIOUSLY doubt a properly functioning R9 290 has the ability to kill a 600w PSU.

I was thinking it was the psu fault, corsair cx600m is a budget psu.. But when it still blacked out on an 80+ gold psu with a 10/10 rating on jonnyguru it's definitely not the psu, already went through 2 seasonic X650 and they both died from the R9 290, astonishing..

Then it's obviously not your PSUs fault especially by the point where the first Seasonic died. If your system was "too much" for the PSU to handle but worked perfectly fine, it would have tripped the OCP (over-current protection) and would not have fried the PSU. Some fault in the 290 itself is causing the PSU damage, possibly a short circuit.
