a gtx 970 thats better than the 980?

Overkilled

its called the hall of fame and fair enough its the most expensive 970 on the block but

That is, until you overclock the 980, then it's not even a question.

The projects never end in my line of work.

No, the insane overclock might result in a higher score but

1. You have less high-speed VRAM

2. It has less stream processors

No they're not.

 

The slowest 980 is still faster than the fastest 970. WITHOUT Overclock.

 

If you overclock the 970 to the wall, then that changes.

This is true of most "step up" GPU's.  an overclocked 290 can catch up to a 290x.

 

Which is typically why I prefer to recommend the "slightly weaker" cards to most people.  For your average person there's very little benefit to an extra ~5-10 FPS, especially when it is going to cost several hundred dollars to see it.

 

That said don't be too disillusioned, an overclocked 980 will completely blow away even the fastest 970.

The 970 HOF is 480$. 

The cheapest 980 is 523$.

 

TL;DR You over pay for parts.
