Racing stripes and RGB LEDs seem to work best for @LinusTech and the crew. I'd try those first.

 

 

In reality though, try clearing some start-up processes in msconfig. That should help a ton if you've never done it. Clearing out some of the crud (junk/trash/temp files, invalid/erroneous registry entries, etc.) could also help too. I use iolo System Mechanic for that. Works well, but I couldn't honestly see paying for it (got it through work via an incentive program). CCleaner looks to do much of the same as iolo does.

Usually, cleaning out the dust from your case and components will help with lag if things are really gunked up in there - it will stop the system from thermal throttling so soon. Also, make sure that you have adequate airflow in there,

 

As for lag when you are not using any intense programs, defragment your hard drive, and clean out all of the unnecessary files in your system (As everyone else said).

 

Finally, an SSD will speed everything up.
