They probably just did so to make people understand that the alerts are available in variety of phones.

They also tend to do things like this because while people readily recognise the ios interface the government can't afford an actual Iphone so they just mashed it up with CGI on a cheaper lumnia. ;)

Grammar and spelling is not indicative of intelligence/knowledge.  Not having the same opinion does not always mean lack of understanding.
