I have the Z390 Master and a 9900K. Keep in mine hitting 5GHz will depend on how good of a chip you get especially with AVX on. My chip can do 5.2 but only with AVX offset of 3. So I just have mine running at 4.9GHz with 0 AVX offset at 1.26V. Silicon lottery has some binning stats according to their experience of binning CPUs here: https://siliconlottery.com/pages/statistics According to them only top 5% of their 9900K were able to do 4.9GHz with AVX and 5.1GHz with no AVX at 1.312V. You mention that the 970 is disconnected. The UEFI might be defaulting to PCIE for video out. Try doing a CMOS reset or plug the GPU back in and see what happens.

Under 300 is a bit of stretch for RX5700. Lowest I have seen is around 301 on newegg. You might be able to get one on eBay if you get lucky with an auction or perhaps a used one. You can also try searching on various classifieds for a used one.

That looks like a pretty solid build. You might wanna consider getting more storage since games are getting huge these days. Also if you include some info on what kinda of resolution and FPS you are targeting we might be able to provide a more informed feedback. I assuming it's at least 16 of RAM and a 500 GB SSD. -
i9 9900k / 2080Ti custom loop temps

A bit late to the party, but I have a near identical setup except for a 2080 Super instead of 2080 Ti with similar radiator config and the same case. Good to hear you figured out the block issue. I ran into that too with my GPU block not making proper contact with the die. My temps are also very similar to yours and nothing is overclocked. I am also rocking a 9900k. GPU is around 50-55c during gaming and CPU is around 40-50c. I run my fans at very low speeds as well because I don't like noise. Here is my setup: -

Above answers are all good but make sure your Nvidia drivers are updated. I had issued where the install would get stuck on a black screen due to shitty nvidia drivers. I reverted to intel drivers with my Nvidia cards disabled to update to Windows 10. Once in windows 10 you can install the 10 compatible nvidia drivers and everything is fine now.
