I can't wipe it off GPU cooler, it's rock solid

Soak it with isopropyl alcohol and the use a plastic scraper to take off the majority before going to a paper towel.

Keep the alcohol on it, it will start to melt.

keep saturating the dried up paste & make sure you rub it in a circular pattern until it starts to give in , it'll take time & could use up a bit of isoprop to get it done but make sure you dont make a bigger mess of things & use a tisse or cloth with heavy texture to it , that can help you as well, if all else fail use a heat gun on low settings as you clean it, might help...
