49cc Laws?

Ok, so im confused, what are the laws for driving a 49cc scooter in NY?

 

you dont need a motorcycle license, but i assume you need a drivers license?

 

And any other requirements?

Children = 20 points

Adults = 5

Old people = 10 points

Pets = 1

Legislators = 50

Here in Ohio I know you don't need a drivers/motorcycle license to drive one but need to be 14 years of age or older. Also cannot top the speed of 25 MPH (I do believe, if not then its 35 MPH). Not sure what NY is like but I am sure it is probably similar.
