Best single gpu : Gtx 980
Best gpu configuration for 790$ : triple r9 290s
If I where you however I would wait. The 300 series is coming soon and rumors have it that the r9 390x will be much faster than the 980.

If you need to buy now, I would say don't buy now, but rather wait for the new lines to come out from AMD and Nvidia. :P

I feel that this new line of GPUs to come out will be particularly fantastic.

The best gpu will be out in the next couple months, the r9 390x.

The best right now is the gtx 980, I'd go with gigabyte g1 gaming For around $575.00 usd.

If you are not willing to wait, get the 980, or 970 in sli if you want to play on 4K

If you want to wait, get 390x or 390x

295x2 is the best and fastest card out there currently. it is a dual gpu so crossfire profiles may sometimes be an issue with newer games but not a deal breaker. should be around $700

Gaming PC: • AMD Ryzen 7 3900x • 16gb Corsair Vengeance RGB Pro 3200mhz • Founders Edition 2080ti • 2x Crucial 1tb nvme ssd • NZXT H1• Logitech G915TKL • Logitech G Pro • Asus ROG XG32VQ • SteelSeries Arctis Pro Wireless

Laptop: MacBook Pro M1 512gb
