Hell yeah, 35 for any decent GPU is great! (US or CAD)

So I Want Theirs A 7870 That Is Compatible With My R9 270 And The Seller Wants To Sell It For 35 Dollars I Wont Be Able To Use It Now But Do You Think Its Worth It

Of course. If it works properly and wasn't used for mining, 35 is an excellent deal.

I saw a GTX 760 for 50. Some guy was selling a mint GTX 760. FOR 50 BUCKS. So yes.
