3-5minimum. You need 2K birate for reasonable 720p stream. 3.5-4K for 720p60.

For game play streaming? I have 5mbps down and almost 1mbps up.

Look up a X264 encoding guide and tune your settings based on the video youre streaming. You should be able to get a semi-decent looking picture (at a low resolution) with the correct settings.

I did it in 720p but it was not a good quality of stream. Maybe in 480p as long as you plan on streaming only to your friends.

Bitrate is not a measure of video or audio quality. Simply plucking bitrates out of thin air with no other information makes literally no sense at all.

I stream and record with obs. 2k is barely enough for 720p and only if what you record is moving very slowly, no fps games.

Pretty damn sure they are not. Can you please show me the footage you have with less than 2k bitrate 720p video?

I mean, you can probably stream at 1k bitrate, but not shooters. For instance I recorded this video at 3500, 720p 60 fps. 

It's good quality. But if I were to go for like 720p 30 1500 it does get blurry when moving around. I do not think that is acceptable and it certainly is not if you want to stream at 1000.

Again, the bitrate and FPS are not what defines the clarity or quality of a video.

What are you talking about. Bitrate is how much information is available for the frames in one second of a video. If you try to record 1080p 60 fps at 1000 bitrate you would get like a gray blob. They are directly related.

Like I said when things are not moving it's fine, but when they are everything is just a blurry mess.

It is completely dependent on the coding of the data. The bit rate has nothing to do with measuring the quality. You cant tell the quality of a video from its bit rate.
