The A4 is a underpowered dual-core. I would assume it is bottlenecking the 750, but bottlenecks don't usually do that, they usually limit your GPU usage. Could be stuttering of your HDD loading the world or something.

Hello everyone im having a problem with my A4 7300 APU. if I want to play a game like minecraft my FPS drops from 60 to 9 then goes back to 60 this happens when im moving around the world. by the way I have a EVGA Geforce GTX 750.

You need to upgrade that CPU.

I brought that APU because I didn't have that much money and my old hp computer didn't support the gtx 750

yeah then upgrade... oh, right you got not that much money.

just lower the settings, viewing distance in minecraft reaaally needs gpu power.

put it into windowed mode on the right half the screen (lose aero snap) and task manager on the left.
monitor your cpu usage in normal gameplay. and if you notice a stutter then go look.

edit i just tested it with affinity set purely to first 2 threads (albeit at 4ghz on bulldozer) while running in a straight line and im tempted to say hard drive will likely play a part too, the harder it is for it to load chunks the slower it will be.
i have it capped to 60fps hence my 7850 wasnt being used fully but i got no stutters.

yeah it probably is limiting, im now peaking at 100% as im locked down to 1 module at 3ghz (okay yours is 3.8)
minecrafts pretty well threaded and likes 2 really fast cores or 4+ slow ones, even an old core 2 quad can do it.

Minecraft is CPU limited. The load on the CPU may not be enough to limit the 750 until it stutters.
