You nailed it :) there was something that was causing it I'm not sure what it is since I closed all the running apps at once but  most likely it will be Rapter  

 

But The cpu now keep under 55% and gpu stay at 45~50% with about 30~35fps 

 

Edit : I did maxed out the setting on Ultra ( with ubersampling on ) Now the GPU hit 95~98% with 30 ~ 35 fps  

 

Yeah, I tried raptr a little while back and found it to be nothing but a leach on system resources. It was not a very good experience to use and it caused several of my games to perform worse and even crash.

 

Uninstall raptr, you're better off without it. Next time you install catalyst driver updates, make sure you choose custom install and uncheck raptr or it will reinstall it. ;)

Is that normal for The Witcher 2 !?? why is it using all the 4 cores at 95% :3

Oh the fps... well joke is on you i get 45 fps with my GTX 260 In 800*600 @ lowest details

Something isn't right.

 

I was getting a solid 60fps with the occasional dip into the high 40's with my old 7950 at 1080p and everything maxed except shadows. My 7950 was a very strong one, but not as strong as a 280X. I'm also running an i5-4570 which isn't much faster than your 4440. So you really shouldn't be CPU-bound like this. Check to see what else you have running in the background... Something must be taking up your CPU resources.

Seriously a 280x? Well a lot of people can forget witcher 3 for sure.

 

The OP is CPU-bound - something(s) must be running in the background to max out a Haswell i5. This game is not that demanding on CPU.

 

With similar CPU I was able to run this game basically maxed at 1080p 60fps with a 7950.
