It depends on the silicon lottery. Some won't overclock at all, some will go to 1.5GHz and beyond.

That depends if you get a good card or not. There is no guarantee that you can get an overclock, it just depends how lucky you get. You will only find out by physically doing the overclocking yourself.

so basically it has better performance than msi twin frozr right when overclocked. because MSI can only go to 1.2 MHz

Without overclocking, yes. With overclocking, you won't know because every card is different.

I have MSI GTX 970 and have overclocked to 1509Mhz without touching voltage
