700$ Budget Rig Needed

I live in USA, and my budget is around 700$. Anything lower would be great. The game I will mostly be playing will be 7 Days To Die, and maybe one day some higher end games. I would like to include the os as well in the budget. If it can overclock that would be amazing as well. Thanks

I would just go with the Pentium if the intent is to upgrade later as more money is saved and it performs quite well.
