I try installing windows but it keeps restarting to the same screen

When you're saying "same screen" does its prompt you back to the languages selection screen after you've done the installation? if yes, remove the usb/cd and go back into your bios and set your SSD or HDD as the main boot, then exit and save, the installation should continue, let me know.

Check boot priority, make sure its set to boot to the windows OS disk, and not USB / CD / DVD.

Check the boot priorities, also verify that your installation media actually works.
