Does pcie 2.0 bottleneck cards?

Hey guys, as the title says, Does pcie 2.0 bottleneck cards? because i am planning a new cheap build, and the mobo i intend to get has 2 pcie 2.0 16x slots, only one will be populated with a 750ti. so will the card be bottlenecked?


CPU Intel I7-4700MQ @2.4 ghz, turbos to 3.4 

Motherboard  whatever toshiba put in the thing

RAM 8GB 1600mhz 

GPU  Nvidia Geforce GT 740M  

Storage 750Gb 5400rpm   

Cooling  Crappy laptop fan 

Operating System  windows 8 64 bit

Not really. PCI-E 3.0 is still really overkill for most cards today.  Please remember to follow your posts @officiallyasimulator

The fps loss would be around the fps error/accuracy of a given fps counter. I happily run my r9 290 in a 2.0 slot while maintaining close to full performance. It is too minimal to even notice.

No. I think a 295X2 isn't even bottlenecked. If it is, I'll be amazed.
