I always got taught that "an" is only to be used if the letter that it follows is a vow. 

vowels yes. But sounds.

 

"Honor" you also pronounce without H. an honor.

Yes, only because the sound turns into an "o" thus making it "an"

Why does it have a higher number than an R9 280 but it's less powerfull?

Its pretty much the same as the 280 but has the new features.
