Would you say that is to the chance of getting a good cpu or having a budget mobo?

It depends on the CPU. Usually people get an average of 4.2-4.4GHz

Some people get lucky, others get unlucky. We really can't tell you what OC you will get because there is no way of knowing until you try it yourself.
