Maybe silly question :D

Anyway, the word "Hey" does it mean also "Hi/Hello", or it's just impression Hey?

Yes "Hey" is an expression to grasp someone's attention instead of "Hi" or Hello" which is far more polite and formal.

Depends on context. 

 

There are two meanings...

 

Context 1

Person A: Hey, what's up?

Person B: Nothing much.

 

Context 2

Person A: Hey, you took my pencil! Give it back!

Person B: OK. *gives back pencil*

As others have said it's meaning is dependent on the context.

"Hey" has two different uses;

 

an informal greeting, similar to "hi";

Hey, how are you today?

 

to get a person's attention (similar to someone saying "oy")

Hey, stop touching the museum exhibits!

Hey, that hurts!

Hey, what's up?

When you imply the word "Hey" you say it in a tone of voice where you're half shouting but not whispering. If anything it grabs you immediately.
