How much performance difference can  their possibly be between two of the same pieces of computer hardware and or mobile smartphones? for example CPU, RAM, GPU, PSU etc?

 

And does one type of hardware have more performance difference typically?

It will all differ but generally the difference will be negligible

CPUs tend to differ quite a bit when overclocking, some overclock amazingly and some overclock very poorly.

The margin of error can be a percent or less right, maybe two percent?

Moreso... would not be a margin.. but a significant difference

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Well... In perfect world they'd be identical. As we are not in perfect world. For CPUs it comes to overclocking abilities and sometimes cooling. For GPUs I guess same since basic stuff is same. If you think between two manufacturers, there's usually difference in cooling performance. For RAM pretty much just looks. For PSUs, effiency.
