Liquid Cool Cpu, Gpu, hard drive.

Get a high watt psu were the fan doesn't kick in unless gaming.

 

get a "Silent" pump for the loop as well.

anyone want to take the challenge on LoL

and you need fans on the radiators unless you get like super thick huge rads everywhere

A PC where there's fans, but they don't turn on till heavy load. So when just browsing web, doing MS office stuff or watching movies it's completely silent

That's not possible. Even with liquid cooling you need airflow through the radiators even at idle since they do not work passively. The temps will continue to rise until they settle at the passive cooling capacity which will be over 50C for sure.

hmm thats a good point,

Blocks make noise. I've heard blocks that are noisier then Noctua S12's or Be Quiet Silent Wings 2's

The best way to silently cool a PC is to have the radiator and fans in a separate room with tubing going to the PC. Anything that is completely passive will be extremely low power like a netbook or a raspberry pi

My brother has a Asus assembled computer. With a 5600 APU and the only cooling on it is the CPU heatsink, and the PSU which is 280watt or so cooling itself. That is all! Two weeks back, he added a 120mm or 80mm though. Temps before: around 40. He says some software efficiently said it was 80*c.
