low fps for no reason

i built my pc a couple of months ago and i think i have lower fps in games then i should have. i have an r9 270x, a fx-6300 and 8gb ram. i have watched some youtube videos with these parts and they have much higher fps then me. i saw a guy play insurgency on high settings and got around 100fps while i get 30 fps, and the weirdest part is that changing everything to low settings don't make any diffrence. what's wrong?? my temps are not even high (max. 50oC for cpu and max. 70oC for gpu).

What drivers are you using? Is it possible that you've set a frame cap on the GPU?
Also what software are you using to display the framerate?

Update your drivers and Windows.

 

Also check your hard drive speed, if its 5400 rpm you need to upgrade.

 

Finally make sure you always have at least 100GB of hard disk space free. Low hard disk space can make it more difficult for windows to cache tasks and make your OS slower.

i got the newest drivers for my gpu. I don't think i have set a frme cap on the gpu. i am using fraps to see my fps.

well find a friend get the graphics card plug it into his PC see if it bottlenecks. Something is wrong there

Did you notice these problems after updating the drivers? Try downloading the old drivers if so

Tried monitoring your GPU usage when playing? 

is that the gpu load? if so it is at like 97% when gaming

didn't change anything. someone told me to maybe flash my motherboard. is that a good idea?
