I was talking to a PC noob in chat who claims to be very skilled at PC stuff

Well numbers come before letters in a list so of course a 760 is faster than a Titan.

The only time they're close to each other is, if you OC them to GPU heaven.

No, he was actually pretty stupid. He said he got 2000 fps in minecraft with his GTX 760.

Well he's most likely a 12 year old who only plays minecraft, so yeah, he's going to be a fucking tard and think a high end gpu is close to a low end gpu.

Dual 760's will outperform a Titan in SLI-enabled games at 1080p, but that's about it.
