It seems like from what we know of the next Intel platform that this is will be the case, at least at first. So I would guess so, but no one knows for sure. According to Wikipedia X99 will have DDR3 and DDR4 implementations, though how they go about that, is unknown.

Very unlikely/next to impossible as the memory controllers are actually on the CPU now as back them they were on the boards themselves so manufactures could put a different chipset/s on the boards to support DDR3 and all you had to do is have a CPU with a high enough FSB.

No DDR4 will not be backwards compatible.

Only x99 will have DDR4.

You cannot use DDR4 and DDR3 on the same motherboard.

When DDR3 came out there were also mobos (Socket 775) that had support for up too 2/4 DDR3 dimms and 2 DDR2 dimms as well or just DDR2 or DDR3. Will it be like this too when DDR4 comes out, since RAM prices are very high?

No DDR4 kits are coming out in a majority of 4X4GB so I would imagine you be able to get 8 ram stock into a mobo that has 8 DIMM slots.

No. x99 CPU's only support DDR4 and their mobos will only support DDR4. I asked this question a while ago because I was confused but now I know and now you know.
