Good Graphics Tablet for under $400usd

My friend wants me to look for a good graphics tablet for her for college. What would be a good one for under $400? Thanks guys :)

o preferably an interactive one so it has an actual display and that would work on its own or with a laptop. sorry to be difficult

shield tablet, really killer for the price and built in stylus

but for graphics? like drawing i know it has really powerful hardware but never thought of it for that use before.

watch this and made that decision by yourself but if i was going to buy a cheap tablet for drawing and graphics this would be, after that i would go with surface pro, but that already close to wacom stuff, also i'm a little bias against apple stuff, but that because i really don't like their software

what about like apps and things like that. i know with the wacom tablets you can use it with a pc with like Adobe Illustrator and things like that. Is there anything good that can be used on that?

honestly i don't know about apps, but is android so it should be something in the play store, https://play.google.com/store/apps/details?id=air.com.adobe.pstouch&hl there a official version of photoshop there your friend might find something usefull in there
