best fans for h80i push/pull

Noctuas static pressure optimized fans. They are spendy but WELL worth it. It would be about $15 dollars over budget.

best fans for? quiet? temperatures?

what usually happens is for quiet, the temperatures go up. better temperatures

means the noise level is the same of a tad less, but still loud. the stock fans

have mean static pressure @12v and to match those specs for thermals means

not a whole lot of fans can do just that without the noise to follow.

the SP120 PE are beautified cut down versions of the SP120L.

Might want to look at the Lepa Vortex fan, it won't break the bank. I have used them before and they do what they advertised to do, you get the "vortex push". I should add, they are optimized to run silent like you were looking for.

Best fans are noctua's but I realy like fractal fan's

But on a tight budget the lepa vortex are also great.

You could also investigate the Rosewill Hyperboreas.

 

They seem to be a rebranded Akasa Apache, which usually run for about 15 each, whereas the Hyperboreas go for around 8.
