IIRC error 99 should be at the tail-end of the boot process, so the board has basically booted and something should at least start displaying to the monitor. Try taking out the GPU and using the on-board display outs and see if that helps. 

 

Can you explain more about what happens when you try booting it up? Does it go to error code 99 immediately and stay there indefinitely, does it eventually land on it and stay there, does it shut down after hitting it, etc.? We do need quite a bit more info to give advice better than that.

The mainboard jumps through several codes before going to 99, then it stays on 99 forever.

Onboard HDMI sadly also didn't get me anywhere

E.g. BIOS logo screen

 

I'm assuming you are using the same OS install from your old system, before the upgrade, Windows might be just being stupid with the new hardware.

As mentioned Debug code 99 should mean it made it through P.O.S.T. and loading into the OS.

Have you tried swapping the display cable, seeing if it's that? 

 

Also when you did onboard HDMI did you have the GPU still installed? The GPU being installed can cause those to be disabled, at least for the BIOS, so pulling the GPU can be necessary to get it to work initially.
