Hello I was wondering if you can oc your CPU in a overclock for my 11700k 5.0ghz to run from 4.6 to 5.0 GHz not turbo boost but set menual values say 4.6 my 4.7 4.8 and so on

With turbo boost 2.0 - 3.0 are disabled as are cstates.

I run at 4.9ghz but it does a number on to the AIO triple 360mm

Setup speeds like MSI afterburner fan curve

I am not sure how thing have changed since last time I had an Intel CPU but you were able to set static base clock and multiplier along with static voltage. Main problem back then was AVX workloads, which would require you to reduce your achievable overclock by atleast 15-20% in order to keep your system not crash during avx loads.

 

Second part of your question means whole lot of low level scripting and use of XTU. AFAIK there is no off the shelf solution for that and honestly kind of feels like a pointless endavor when you got turbo boost.

When Intel Turbo Boost is disabled, an 11700K will be limited to its Base Frequency. The 11700K Base Frequency is only 3.60 GHz.

I know some motherboards have BIOS options that allow users to disable Turbo Boost or at least make users think that they have disabled turbo boost. That is not what is really happening. Some users end up thinking that Turbo Boost is not necessary. If you want an 11700K to run faster than 3.60 GHz, Intel Turbo Boost must be enabled within the processor regardless of what any BIOS option says. As soon as the BIOS sees that you are trying to run your CPU beyond 3.60 GHz, it automatically turns Turbo Boost on within the processor before you boot up.

Disabling the C states prevents Intel Turbo Boost from working as Intel designed it to work. At default settings with the C states enabled, an 11700K is designed to constantly vary its speed based on how many cores are active. This function no longer works correctly when the C states are disabled.

 

Instead of trying to get your CPU to do something that it was not designed to do, consider adjusting the turbo power limits. This will allow your CPU to run at 4.90 GHz or 5.00 GHz under light to moderate loads. The CPU speed will automatically be reduced as much as necessary when running something really hard core like Prime95 Small FFTs. You can adjust the amount of turbo boost power available based on how capable your AIO is and how much fan noise you are willing to accept. I have a similar 10850K that has 10 cores instead of the 8 cores that your 11700K has. It is easy to keep the CPU cool at full load with a Corsair H100i 240 mm RGB PRO XT.

Try running Cinebench R23. If the VCore voltage reported by HWiNFO is high, that might be the real reason why your CPU is difficult to keep cool. Many motherboards have a bad habit of using way more voltage than necessary. What sort of voltage, power consumption and temperatures do you see when running Cinebench?
