I recently bought a new orico pme-4u pci express card to add 4 usb 3.0s to my pc for pcvr. I plugged everything in , including the molex power connector and the card into the pci 1x slot , where i tested the molex with a multimeter, it seems to provide the correct amount of power , and the card appears in the device manager as it should, having the microsoft drivers downloaded,  however when i plug something into it, nothing happens and the device plugged into the card doesnt work. I dont know how to download the drivers from the orico website as they are just encrypted text files , and the microsoft ones seem to be correct but idk why it isnt doing anything. Seems to be getting power as it needs , if u need any info just ask me anything im constantly having problems with my pc i am just fed up tbf

Did you connect the power cable to the pci-e card ?  It needs the power cable. The adapter should come with a sata to molex cable , or you could plug a molex (old style hdd plug) from your power supply into the card.

PCI-e slots provide 3.3v and 12v, pci-e x1 cards are in theory allowed to only take up to 10 watts from 3.3v and 10 watts from 12v (maximum 12 watts).  This is not enough to power 4 usb 3.0 ports (minimum 0.9A each port, so 4 x 0.9A x 5v = 18 watts , so the card has the extra molex connector to take 5v directly from the power supply.

Without this extra power, the usb controller on the card will be powered with 3.3v from the pci-e slot, so the card will show up in device manager and will be detected, but the usb ports should not get any power so devices plugged into the card won't be detected.
