Unfortunately is correct.

 

Are you playing in 1080p? If so, you should be getting hundreds of frames, so not sure what the issue is.

You can tweak settings, to help with that.  But we all have maxxed GPUs and unmaxxed CPUs.  

 

If you look at your CPU usage, it may say 40% usage but then look at each core.  It may be using a few cores 100%, as many games don't spread their load across the entire CPU.  Most games are heavily single core or a few cores.

These parts came out around the same time and were never an issue before. I ran a 3090, a much more powerful card, with a 5800x for two years but at 3440x1440. How are you coming to this conclusion? The 6750xt isn't going to be a problem with a competent Zen3 chip. 

 

Intel PresentMon and its overlay will show Frametime and GPU Busy in the same graph. If you're seeing big sections where GPU Busy is dropping below the frametime line, that's something limiting the GPU.

You are trying to find solution to an unfixable problem, there is no part combination on the planet that will leave you without bottleneck.

 

And not all programs need to use 100% of everything.
