Yes, it's not a problem. This applies with pretty much any heatsink.

 

The best way to cable manage your wires is to hide them inside of radiator fins.

Best way to hide your wires is to shove so many behind the mobo tray that your side panel warps.

What about top or side of rad?

 

As long as it's not inside the fins..

 

I would say it's fine also.

Ok yeah, it's like above the fins, where theres a metal floor kinda. 

 

Made a rectangle in green where it is.

Wires are covered with plastic made for electronics. That basicly means that it doesn't create static or melt under heat. Maybe when temps hit 100C mark but your PC would shutdown before that since CPU temp would be way higher. I've had my cables go under CPU heatsink from it sides for long time. Plus I've had cables between GPU shroud and PCB.

Yup. That is 100% correct. However, those cables can melt onto something in cooler temps than just 100°C. They can also get stuck, depending on which component(s) it's touching, and for how long.

But other than that, I think you got your answer OP. You can do that without a worry; we've all used it to our cable-management advantages.
