Literally any (try to pick ones released after 2020) intel i3-i5 CPU with an iGPU would make a great office PC. You can also get 5600G or 5700G if you are thinking you might do some gaming. Sure, most office pcs are even fine with DDR3 to date.

If all components are new would it make sense to choose anything else except DDR5?

That will be dictated by the CPU/motherboard you get.

Current gen AMD only supports DDR5. For Intel you can choose between motherboards that support DDR4 or DDR5.

But office work shouldn't be that demanding, so anything moderately recent should do the job just fine, meaning you don't need the latest stuff or could even get a used system.

The PC doesn't have to be a rocket ship, office programs don't require much performance, it really depends what most demanding scenario for it looks like.

Maybe I should have asked a new office PC with latest technology. Why would anyone buy new DDR3 or DDR4 these days?

why do you need "latest technlology" for office PC?

you got Word, Excel, Browser, whatever the stuff office does, they don't need starship to make Excel sheets and run several browser tabs to do their job or whatever they're doing,

unless it's some kind of specific "office" that runs something like a professional program of some sort that requires like a decent hardware

DDR3 is too old, but DDR4 offers more than enough office performance at a lower price, a 5600 + B650 board+ 32GB RAM is $300 and will rock
