3080 won’t display an image

I have a pre built computer with an RTX 3080. Not mater what display or cable I use, it won’t display an image. Weirdly enough if I plug the cable into the motherboard, the integrated graphics will work fine. This issue goes for both BIOS and Windows 11.
 

The 3080 is not detected by Windows in device manager. Tried reinstalling drivers with DDU. I tried a different GPU that only needed PCIE power, and that worked fine. I tried an older 1080Ti. That worked fine for a little while, but then the fans spun loudly and the screen went black. I plugged into the motherboard again after that happened, and it displayed through the integrated graphics. But seemed to be acting as a second display because none of the desktop icons were there. 
 

It can’t be Windows because this problem occurs with the BIOS as well. Could it be the PSU power cables or PSU itself?
