Does anyone know what this is? It sometimes randomly pops up. I tried to find it in the Task manager processes too, couldn't find it.

If you install https://www.autohotkey.com/ it will install a window spy that you can use to hover over the window and find out what app it belongs to.

Thank for the tip . Will try to do it next time the similar window comes
