VGA light not turning off

Update:

Tried to get into the bios to update it but it doesn't open and now it's not even loading windows. It's stuck after post with the white light on. 

Also when i turn it of the rgb turns on.

About a month ago I bought and built my first pc. Last week I noticed that sometimes after startup the VGA remained on but would turn of if I restarted the pc. Now it's permanently on when the pc is on. The GPU works fine I don't really know whats the problem. 

I have a TUF b760 plus wifi, and a MSI 4060ti.
