Got new GPU and get low watts usage and fps

Hi, first of all my English is not that great and my knowledge about pc isnt great either.

PC specs:

I9 9900K

aorus master z390

xpg spectrix d41 ram 4x8 (32)

Antec high current gamer hcg-850w gold

rtx 4070 oc eagle gigabyte 

970evo plus m.2 (1t)

H150I pro cooler 

 

i had a gtx 1070 and wanted to upgrade the gpu and got the rtx 4070 but after playing some games i find that basically it still feels like i play with the gtx 1070 and not rtx 4070.

for example RUST i get GPU power around 130 watts and 50% gpu usage and after a while the usage drops to 30-40% and my friends with 3080 gets 90% usage and 200-300 watts.

i dont really know what to do nor have the knowledge would like to hear what you guys think i should and let me know what other info to post :)

What CPU does your friend have?  Are you running the EXACT same settings and resolution?

he got ryzen 7800, he playes on 1080P i tired 2k and 1080p same fps. i play on low\mid settings and he playes on high\ultra

Rust is very CPU and memory intensive game, you're most likely CPU bound.

He has a 7800X3D?

If that is the case then of course he will have more FPS.

I had to swap out my own 9900k that ran at 5.2ghz all core overclock to a Ryzen 7700x when I got my RTX 4080 because the 9900k was just a stuttery mess..

And if you friend has a 7800X3D that actually destroys my own 7700x in gaming.

What are you playing ? What resolution ?
Compare your FPS to a similar setup in benchmarks
