Make sure the heatsink is fully seated properly.

If your case has dust filters, make sure they're clean.

If you have an AIO, make sure the pump is running properly.

I sold my soul for ProSupport.

How long has it been since you repasted the cpu,

Remove and clean and repaste your heatsink or aio, make sure it is mounted properly.

Have you changed the orientation of your aio, either from top to button, top to side, side to top... something like that. Play around with it and see.

That is really extreme, not even idling, the minimum temp is 80C for a 9700F!

Have you missed a screw? Mounting bracket bent? Is the pump working? Do you have a massive air bubble trapped in cold plate housing?

System specs:

CPU: Ryzen 7 7800X3D [-30 PBO all core]

GPU: Sapphire AMD Radeon RX 7800 XT NITRO+ [1050mV, 2.8GHz core, 2.6Ghz mem]

Motherboard: MSI MAG B650 TOMAHAWK WIFI

RAM: G.Skill Trident Z5 NEO RGB 32GB 6000MHz CL32 DDR5

Storage: 2TB SN850X, 1TB SN850 w/ heatsink, 500GB P5 Plus (OS Storage)

Case: 5000D AIRFLOW

Cooler: Thermalright Frost Commander 140

PSU: Corsair RM850e

If you stop all the fans in your case can you hear the pump?

Either dead pump or an air lock in the pump.

Update:

Readjusted my aio tunes and can now feel the hot liquid leaving the block and cold coming in. It's idling at 65 degrees roughly but I run something the temperature spike to the 90s.

How old is the cooler? Photos would help. Because if it's getting old, it's likely:

Just done this and let it run for a few minutes, think I got what best I could out seems to idle better on start up but after opening and running something a bit heavy to see how it would handle it, it held around 80 degrees for a bit then lost it went to 100 degrees closed the app and temps won't go below 45 degrees

well.. if it made a difference in idle temp just to lift the pc in front, i would say the AIO is done for..  too much air.

how old is it?

you could try to mount it in the top as exhaust it your case has top exhaust.. to extend life a little bit more.
