WEIRD - Why does 30 FPS sometimes feel good and sometimes bad?

Can someone please explain this to me; to test, I tried locking the game, Starfield, at 30 FPS, set everything on "ultra" and played fora bit. Then, I played a bit with everything turned down.

 

In both cases the framerate was a stable 30 and the frame-times were flat. Yet, when I put everything on "low" and DLSS on "ultra performance", the game felt much smoother and this isn't some subtle feeling where it could be a placebo effect, it was snappier, more responsive by large margins.

 

Is there some metric in the background that I'm missing?

less latency and microstuttering probably, there is things your average framerate doesn't show.

I monitored the latency and it was the same in both cases.

with what?
Did you use a proper latency analyzer tool or just software?

It all depends on the game. I find higher fraemrates make some games less exciting IMO.

EG, I prefer to play Quake III Arena on a Radeon X1800 because a modern GPU that pumps out 300FPS just doesn't give the same fast paced experience.

I wouldn't say 30fps ever feels good at all.
