I am looking for any guidance that will help using my Tab s9 ultra as a 120hz monitor

I have seen some apps that can be used for this purpose, however, I had some trouble with them.

Before i go and spend time troubleshooting any of them and potentially waste my time i wanted to ask for guidance.

I want to be able to use my Tablet as a monitor at 120hz with minimum latency, cabled options seem best.

For example can i directly plug my pc to the tablet with a dongle that has display input

I am fairly sure the Tab S9 has a built-in app that does this. The built-in function is called "second screen" and is wireless.

 

The other apps I've heard about are EasyCanvas and SuperDisplay. SuperDisplay has a free trial and I am fairly sure it can run over USB, and it supports things like pressure sensitivity.

Chances are it won't be as fast and low latency as a real monitor though, but it's worth a shot.
