Trying to revive a seemingly bricked motherboard

I have a MSI B450 Tomahawk Max and it's showing no signs of posting. 

I tried 2 CPU's and multiple memory kits. As a last resort I tried bios flasback (which was successful as per MSI) from usb but still same thing. 

 

Anyone with prior experience of MSI boards can explain what this issue is (even though I think that's nearly impossible over the web). 

I tested the voltage on Pin 1 of the bios chip and it reads 1.763V.

 

Also can someone help to identify the Bios chip?

 

Edit: Oh and there are no burnt or discoloured components on the motherboard.

A pic of the whole board? There is some gunk on the pins there which isnt good

Thats not liquid those are stains. Potentially oil stains.

 

A appropriate alcohol, correct break cleaner or appropriate aloe vera cleaner might fix your issues by drenching the board in it and cleaning it

Whatever be it, it's not worth my time as a noob repairer 😅 Plus there is corrosion on some places on the board which I don't have. 

Sometimes it's better to have the professionals work on it.
