F@H 3080Ti FE Power Limited?

Seems like my GPU is being hash limited when I'm trying to perform Folding@Home work. Starts out pulling 320W and running at 1950MHz then it drops down to 116W and 790MHz. Does anyone know of a fix or have an explanation for the behavior I'm seeing?

I'm running Driver Version 549.92 and Windows 10

Here's what's kind of funny: The limit seems to disappear if i boot up a game, doesn't matter how demanding it is. I'm playing Bloons TD6 and that was when I realized that the power draw was back up

it is probably dropping P-state, there is software out there to force it to stay in P0/P1.

You used to do this with Nvidia Inspector but I'm not sure if that is still the method of choice

Isn't this what NVIDIA Control Panel, Manage 3D settings, Power management mode: Prefer maximum performance is for?
