Gpu says it's limited by no load while at 99% utilisation

It is currently not overclocked, the cpu cores peak at 83%. What is happening? How come I'm being limited by no load

I mean it could be software tomfoolery. does this have any effect on performance?

Lim is a weird variable that is usually not used, doesnt work or is wrong.

 

You are clearly maxing that gpu
