Both ram sticks detected but only one active

Either one of the RAM sticks is damaged, or one memory channel is damaged (could be board or CPU). Check one stick at a time, can you boot if you only have one or the other stick installed in your system? What happens if you swap both sticks around?

 

If it doesn't boot with only one stick, that stick is likely damaged. If it works with both sticks individually, but you can still only see 32 GB when you swap them around, then it's likely a fault of the memory channel.

 

In that case, check the CPU and/or motherboard's pins for damage, try re-seating the CPU.

Turn off PSU. Take out both sticks. Get a q-tip and or a microfiber cloth and some IPA. gently wipe the slots and connectors on both sticks. Might also want to remove the CMOS battery while doing this, just to eliminate any weirdness. Make sure it's dry before putting in the sticks again. If it still doesn't work, test one stick at a time.
