Best gpu for low energy bills

I’m looking into a new build but due to living costs and electricity bills going up, I need something more energy efficient. 
I do have a 4k 120 refresh rate monitor but I don’t mind turning game resolution down as I’m not a graphics snob 

 

I will be pairing this up with a 65watt ryzen 5 and m.2s only

If you #1 concern is energy efficiency get a Ryzen APU and use the integrated graphics, they suprisingly don't suck anymore.

We know what's the most efficient but without a budget, not a whole lot we can do beyond pointing you towards the above chart.

I’m willing to spend upto thousand as I tend to keep my stuff for along time

I think average or peak total watt usage would be way more effective in determining efficency than this in helping OP.

 

Unless there's something I'm missing, this alleges that an RTX 3080 would use 1000W+ @ 165 FPS, 780W @ 120 FPS...

 

EDIT: Now that I'm not on mobile, here is a gaming performance watt chart and FPS @ 4K for maths on efficiency:
