Can my PSU handle upgrading to a 4070TI

Definitely, I'm using a lower quality 650W with one while maxing out an 8600k and had a 2080 on it before that which uses more power.

Router:  Intel N100 (pfSense) WiFi6: Zyxel NWA210AX (1.7Gbit peak at 160Mhz)
WiFi5: Ubiquiti NanoHD OpenWRT (~500Mbit at 80Mhz) Switches: Netgear MS510TXUP, MS510TXPP, GS110EMX
ISPs: Zen Full Fibre 900 (~930Mbit down, 115Mbit up) + Three 5G (~800Mbit down, 115Mbit up)
Upgrading Laptop/Desktop CNVIo WiFi 5 cards to PCIe WiFi6e/7

a 650w MIGHT run it, but a 750W is reccomended as a minimum.

Keyboard: Corsair K70 Pro Mini (Speed Silver switches)

Only changes I have made is I sold the 2060 for $235 AUD and bought a Powercolor Red Devil 6700 XT for $400 second hand (it was barely used, think I scored a deal on Ebay with that).
I'm learning video editing and trying to get some cash as a high school student.
I like F1, my favourite team is Scuderia Ferrari and favourite driver is Charles Leclerc. Favourite track is Red Bull Ring in Austria.
Playing with a 1080p 60hz monitor right now, hoping to upgrade to a 1440p 144hz one soon.

Living in AU and that pisses me off since every event is late at night or early in the morning (almost every F1 race starts around 11 PM AEST time)

Recommended wattage according to NVIDIA is 700 W, but since those numbers are usually overestimated and since you are using a high quality PSU, I'd say it's not ideal, but your 650 W should be just fine.

on a 5600X though? and RM650 is a solid unit, itll be fine.

yeah didnt see the 5600x. With a 5600x there should be no issues.

They're correct.  

 

Tho I wouldn't buy the 4070Ti, but that isn't what you're asking.  $1200 for that thing?  In the US?

There was a storm and lightning struck my house and I didn't have the monitor plugged into a surge protector. I figured I should upgrade to 1440p and upgrade GPU as well. The card itself goes for $800-$859 here.

I'd get the 7900XT, slightly less cost and more performance.   But it's close enought at $800 for the 4070Ti.  Thought you were looking at a $1200 model, sorry.
