Which one should I buy? ASUS $698 - MSI $660

They will perform exactly the same ( give or take 1-3 frames at best ).  I would get the MSI.

RX 6700 XT more often than not trades blows with RTX 3070 in games so for $550 it's a lot better deal. (unless you count Ray Tracing which is borderline usable even with NVIDIA on this tier of performance),

 

Unless you need NVIDIA for CUDA if you work with some particular software then I would get that instead. Definitely ignore the $641 one, makes no sense.

Why? You're getting a lower performing gpu with less VRAM with worse DirectX 12 drivers so you'll get even lower performance thanks to Nvidia DirectX12 overhead since you're using it with kind of a lower end cpu where that overhead might really matter. Unless you need CUDA or are desperate for raytracing the 3060 Ti makes no sense over the 6700 XT or 6750 XT, especially when those cards are cheaper than the 3060 Ti. I do not understand the brand loyalty to Nvidia at all.
