Well.. List your parts so we know what you are running, some parts run hotter than others.  Refreshrate? Resolution?
70c on GPU and 65-70c on CPU is quite normal during gaming, nothing to worry about. The 100% fan speed is strange though.

is your fans set to all exhaust ?

IMO coolant at 46c isn't ideal, also what's your ambient temp?

The air getting in and it getting out. Especially if using a rad in every spot for the case.

What case?

Can you post a picture of the loop?

Does having the side panel off help at all?

Sounds like you have very bad or very little air flow.

Subject says O11D.

@Hypothermia, if all your fans are set to exhaust I would flip one of those radiators around to intake. Like if you're using a bottom rad make that one intake into the case, and you could probably leave the side and top as exhaust.

What's the water temperature with the side off?  45C is what I get with a 240mm radiator by itself so something is massively wrong with that much radiator you have.  (Also should ask what the ambient is)

Which has a radiator in front of it and then a res. You are probably hot boxing the inside of this case. I'd at least re-orient the bottom fans to intake. But really, I'd just rethink how you have this whole thing laid out.

I have an O11-D as well. Its very easy to screw up the internal temps on this case. This is mine below. I am not 100% happy with this either so I am likely going to ditch the side intakes, order the custom front panel from PPCs that will let me put my intake fans on the front of the case. I think that will alleviate a lot of my problems. Anyway, I have a thin 360 radiator (HWLabs 360GTS) on the bottom of the case with fans intaking (pull in this case), with a thick 360 rad (HWLabs 360GTX) on top exhausting. No rad on the side intakes, but there is a reservoir there.
