AMD made it that way.

And undervolting is the cure, as is potentially lowering the power limit at the topend.

New rig with 7900x and a NZXT Kraken Z63. This is my first time using a AIO and I just used the thermal paste that was preapplied to the pump. I'm not sure what my issue is but im hitting in the 90s just browsing the web and having the Xbox app download in the background. Im using a 7 fam setup, 3 on top pushing air out, 2 on bottom pulling it in, one on back pushing it out. Entire setup in the PartPicker link.image.png.893baf04dfedc26977503caf5eea8b19.png

The plastic covering the coldplate on the aio was removed yes?  if thats the case then maybe you have not got contact between the coldplate and the cpu.

Remove the aio from cpu and reattach it, check to see if the paste showns signs of full contact.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

So your temps are that high doing very little, might just be how the chips are, though the 95 degrees in the vid are under load so give it a good stress test and as long as its within the stated range its operating as expected.
