CPU at 100% at idle

Do you use custom windows ? Try change the power plan. I've seen that on some custom windows idle is 100% always

I upgraded to a 5600 from a 9600k and for some reason my CPU utilization is at 100% at idle. I know the 5600 is more powerful as my Cinebench score with an overclocked 9600k was around 7000 and my score with the 5600 is around 11000 with PBO.

What is consuming all your cycles? Post your task manager.

Did you do a fresh windows install? Switching from intel to amd without a clean install is a large challenge for windows.
