Ethernet connection has significant latency

I'm a college student, and I recently moved my PC back home for Thanksgiving break. I'm using an ethernet connection and the speeds are great, but I have significant latency. I have a 1 gbps internet connection at home. This wasn't the case before, and my internet connection at school was fine as well. Playing YouTube videos in FHD and up requires buffering, even though this wasn't an issue before. Going on other websites have significant load times as well. I have tried restarting my PC, restarting the router, and disabling and reenabling my network adapter but to no avail. The only significant change I made since going back to school was reinstalling Windows 11. How can I fix this?

Did you reinstall the drivers for the NIC?

YouTube's player buffers so it isnt reliant on latency as much as it is bandwidth. 

Are you using your ISP's DNS servers? If you're using a 3rd party DNS you may be taking non-optimum routes. 

You don't have a VPN enabled by mistake such as a Chrome Extension one?

 

How did you test latency? Have you tried pinging your router to confirm its >1ms to the router?

Are other PC's/Devices fine? Is it just your PC?

Is your PC reporting it has a gigabit network connection? If the cable's sketchy it could have dropped to a much lower speed.

If you can rule out drivers, network cables and the internet connection itself, how about the hardware. YT videos buffer either because of a bad connection, which could be the case but only if other devices have the same issue, maybe the cpu cooler got loose while transporting and your cpu is running on reduced clocks? If other devices are affected as well, try getting a dedicated wifi router and disable the modems internal wifi (because often times they have crappy processor that cannot handle more than 1 or 2 connections over wifi). Speaking of, make sure you are connected via ethernet, some motherboard have wifi and windows tends to use it without asking sometimes, especially if there is no password protection on the network.
